Introduction
An epidemic in
whatever shape, form or size is a tragedy for the country. An epidemic is even more difficult to manage
and control when relatives; for fear of reprisals, shame or dishonor – hides
their own kin from the government.
If there is an
epidemic and if there is possible contagion that further fuels the epidemic, it
must be made illegal to hide citizens who are suffering from psychological and
physiological illnesses.
It is because of this
anomaly that the enactment of this bill into a law is requested.
